Apparently, Russian citizens can own heavy artillery
Apparently there are no laws in Russia against owning or demonstrating cannons or anti-aircraft guns. This guy living in Russia has more artillery than the US Army; in his other videos he demonstrates machine guns, automatic shotguns and other crazy weapons. Check out this video below:
